QBE Accelicity Humanitarian Challenge

This form captures your pilot proposal for the QBE AcceliCITY Humanitarian Challenge. Your responses should build on the first eight Challenge curriculum modules.

Please note:

  • Final submissions are not expected before Tuesday 3 February (when module 8 is completed).
  • Deadline for submission: Monday 9 February.
  • You can edit your responses anytime before the deadline.

The proposal includes sections on problem and solution, pilot design, implementation, and sustainability. Templates for risk assessment and budget are provided in the relevant questions and these must be used for those answers to be accepted.

5. Describe the problem*

In your own words, describe the problem communities face in reference to your chosen problem statement(s). Do not reference or introduce your organisation or solution in your answer. We are looking for you to explain: a) What the problem is b) When and where this problem occurs c) Why it occurs d) Who is impacted and how are they are affected. Hint: Curriculum Sessions 1-4 will support you with developing this.

Based on the problem(s) you have described in question 2, explain: a) How your solution addresses the problem outlined b) What the potential impact(s) would be for communities if your solution is introduced c) How communities will access/use your solution d) How Red Cross will access/use your solution. 7. Technical solution description*

Using simple terminology/plain English, explain: a) The technology your solution uses b) How the technology works – describe it in a way that someone with no technical background can understand c) What makes your technology responsible, inclusive and safe. 12. Theory of Change*

Upload a Theory of Change for the pilot. The Theory of Change must include and clearly describe the pilot impact, outcomes, outputs, activities, inputs and assumptions.

13. Monitoring and evaluation*

Describe the key measures and indicators you will use to measure impact against your theory of change. Include what data collection methods you will use. Hint: Curriculum Session 5 will support you with developing this.

14. Co-design and implementation plan*

Building on your Theory of Change, provide detail on pilot project activities and expected timeline. The pilot will take place from 1 July 2026 to mid-December 2026. Please include: a) How you will conduct co-design activities directly with communities b) How you will conduct co-design activities with the relevant Red Cross program c) When you will develop the solution, when you will test it and how the testing will be done d) Actions you expect the community and/or Red Cross program to undertake using your solution e) How you will ensure your approach is responsible, inclusive and protects people’s data. Hint: Curriculum Sessions 3, 6 and 7 will support you with developing this.

15. Expectations and constraints*

List any requirements or expectations you have for activities that you expect Red Cross to undertake as part of the pilot. Include any dependencies or constraints you have that could prevent a successful pilot. This helps us to understand what you need from Red Cross programs to be successful and ensure we have expectations aligned.

16. Risk management*

Provide a risk assessment for your pilot using the supplied template (sent via email from Humanitech – contact humanitech@redcross.org.au if you cannot locate this). Include the risks you have identified that could affect pilot success and community safety and explain how you will mitigate each risk. Risk categories can be found in the second tab of the template.

17. Budget*

Provide a budget showing what activities you will spend funding on if you win, and any in-kind budget you will be contributing to the pilot. Please use the supplied template (sent via email from Humanitech – contact humanitech@redcross.org.au if you cannot locate this). The pilot needs to cover your technical costs to deploy the solution and project costs for engaging with communities.

18. Sustainability and scalability*

How will your solution be maintained and supported after the pilot ends? How will the community continue to access and benefit from your solution beyond the pilot? What are the critical factors that will determine the ability to scale the solution effectively beyond the pilot? Hint: Curriculum Sessions 1, 2 and 4 will support you with developing this.
